I really want to see what he can do given full coaching support in D-1. If he was good enough to be USC’s starter heading into game 1 before injury, surely he can be productive elsewhere.

According to his father he isn't

Scott Schrader of SCPlaybook talked to Corp’s father, who was surprised at the news.

The Orange County Register also talked to Corp’s father, who further substantiated the idea that the transfer is not eminent:

If he does transfer, he should go the Joe Flacco route

And play immediately at a competitive FCS (Div II) school.

I don’t pretend to understand everything that went on at Pitt, but from what I understand that Flacco’s situation was similar. If Corp goes BCS he’ll get lots of reps, he’ll be allowed to mature, gain confidence, he’ll arrive more polished than most anyone else at that position, and he’ll hopefully play in an offense more suited to his skills: a spread option, run-and-shoot type offense that takes advantage of his skills he brings, mainly his ability to make plays with his feet.

Corp was never a great fit at USC. PC likes big armed, pro-style passers who can go over the top.
